Participación Ciudadana para el Transporte Sustentable: El Caso de Ciudad Viva, Santiago Chile (1997-2012)

Resumen

Las “revueltas” ciudadanas del siglo XX en contra de proyectos de autopistas urbanas influyen en la planificación del transporte público (Toronto, Vancouver, Nueva York), gobernanza (Portland), y ciclo-inclusividad (Holanda) hasta hoy. Sabemos menos, sin embargo, acerca de cómo estos conflictos emergen en países en desarrollo, y lo que pueden revelar del rol de la ciudadanía en las innovaciones necesarias para lograr sistemas de transporte más sustentable.
Utilizando una metodología basada en la complejidad, este estudio de caso examina un movimiento social que surgió en Santiago, Chile (1997) oponiéndose a la primera concesión de autopista urbana, desafiando y cambiando las paradigmas de la planificación. En 2000, esta campaña fundó una institución ciudadana, Ciudad Viva. Doce años después, se convirtió en una institución de urbanismo ciudadano, ganadora de importantes premios y logros.
Esta experiencia sugiere que repensar la ciudad y el transporte como sistemas complejos abiertos, y darle espacio al liderazgo de “planificadores ciudadanos”, abre camino a estrategias más efectivas de innovación en el transporte.
